Sylvester Stallone leads an all-star cast in this deservedly acclaimed cop thriller about a small town populated entirely by big city cops. Stallone, playing against type, portrays the sheriff who admires the cops who are the real power in the town. Ray Liotta puts in a great performance as Stallone's coke-addled best friend, and Robert De Niro brings his usual intensity to his role as an Internal Affairs investigator. The cops who have settled in the small town of Garrison, just outside New York, are headed up by Harvey Keitel, Robert Patrick and Michael Rapaport, and Janeane Garofalo, Edie Falco, Annabella Sciorra and John Spencer round out the cast.
While a number of plot threads run through the course of the movie, it is Stallone's Sheriff Freddy Heflin that holds everything together. He discovers that all is not as it seems to be in the small town that he is, in name only, caretaker of, and is torn between doing the right thing and standing by the city cops that he dreams of joining.
The ensemble cast fulfils all high expectations, and writer and director James Mangold allows each character space to develop and move the plot along in their own particular fashion. Drama, suspense and action are all elements of the movie, which doesn't hold back in its depictions of both brutality and corruption. A must for anyone who has ever doubted Stallone's acting abilities.
