Cheech and Chong: Still Smokin' (1983)

When Cheech and Chong are invited to do a celebrity show/festival in
Amsterdam they jump at the chance. Once arriving, however, they
discover that the promoter has taken off with the money and the rest of
the people involved don't have enough money to sustain the festival. To
help out, the two stoners dress up like Dolly Parton and Burt Reynolds
and late make their way through the city... smoking.
