Sanctimony (2000)

When stockbroker Tom Turner (Casper Van Dien) stumbles upon the newest victim of a serial killer who's been terrorizing the city, investigators immediately finger Turner. All signs point to him as the suspect, but detectives can't be sure. The mystery takes on a different hue entirely when Detective Renart begins to receive deadly threats and appears to be next on the killer's list, pitting him in a race against the clock to save his own life.

OK, this is bad. It's like an extended episode of "Law & Order: SVU" except the acting is even worse and the bad guy isn't someone that you're rooting for. (The villains are always so vivid to me on that show, I prefer them over the boring-ass cops.)
Casper Van Dien is this walking Ken doll who has a hard-on for killing...
