The Satanic Rites of Dracula (1978)
James Bond meets Hammer Film's Dracula. Occult rituals with a girl being killed and eventually revived; a government spy who witnesses this event and is killed. The British Secret Service wants nothing to do with the case due to the amount of big wigs involved, so they dump it on A Scotland Yard detective who eventually enlists the help of an occult expert named Van Helsing.

I am not familiar with the Hammer Draculas, but this was a fairly watchable film, even if it had little action.
It begins with a cultish ritual with a naked girl. The assemble men seemed to be licking their lips over her body more that they were focusing on their rituals.
