The Breaks (1999)

Following in the hip-hop comedy tradition of Friday and House Party, slacker Derrick King (Mitch Mullany) is an Irish kid who thinks of himself as black, having been raised by a black family in South-Central Los Angeles. When his mom (Loretta Devine) gives him an ultimatum -- Bring back some milk by dinnertime, or else! -- Derrick's day turns sour. In short order he's fired, thrown in the drunk tank and trapped in a basement by sadists.

I was surprised how much this movie grew on me the more that I thought about it after watching it. While relying heavily on the tired promise of white Irish dude growing up in the hood, there's something about star (and scribe) Mullany that is strikingly sincere and even charming.
