The Toxic Avenger, Part II (1989)
Toxie returns in this sequel to the story of the janitor-turned-monster from New Jersey. In this installment, our hero (Ron Fazio) is working with the blind and has met a nice girl named Claire (Phoebe Legere). When a chemical company plans to take over the town of Tromaville, it ships the nuclear hero to Japan to find his father. While Toxie's gone, the company consumes the town, and Toxie must fight the evil man he thought was his father.

You are either going to find the Toxic Avenger films funny, or incredibly stupid. Well, maybe they are so incredibly stupid that they are funny. They certainly grow on you the more you watch them.
In this second adventure, all the great stuff happens in Japan. The fish-nose bit is hilarious.
